Sunset Road Bridge Project

CALL TO ARTISTS / ARTIST TEAMS

In collaboration with Pima County, the Arts Foundation for Tucson and Southern Arizona (Arts Foundation) is seeking a qualified Public Artist or Artist Team for commission. 

CONSTRUCTION PROJECT TIMELINE 

Pima County is currently in the design phase and nearing 95% design completion for the expansion of Sunset Rd. The construction timeframe is anticipated to be between 18-24 months and start October 2022. 

ARTWORK MEDIUM AND LOCATION 

A gabion wall approximately 230’ x 15’ will be built on the north side of the Chuck Huckleberry Loop under the Sunset Rd bridge connecting Sunset Rd. to the north bank of the Rillito River and River Rd. This wall will serve as the mounting surface for the artwork. The wall will have direct sun exposure on either side of the bridge with a shaded section beneath the bridge that shifts throughout the day. This presents artists with an opportunity to work with materials that interact with both direct and ambient light to visually draw bicycle and pedestrian traffic on the Loop through the space. The location is subject to significant moisture during monsoons and dramatic temperature ranges annually. In order that the artwork meet site-specific durability requirements, stainless steel, or equivalent corrosion resistant media is required.  The artwork should utilize anti-graffiti coating materials for artwork preservation. Media with inherent reflective qualities that can energize the space are preferred. Electrical components or lighting is not an option on this project. Artists interested in activating transitional public spaces with dynamic designs that harness natural light through material are strongly encouraged to apply.

ARTWORK PLACEMENT 

Sunset Rd Bridge (future construction) will connect Sunset Rd. to the North bank of the Rillito River and to River Rd. A gabion wall approximately 230’ x 15’ beneath the bridge will serve as the mounting surface for the artwork. The Chuck Huckleberry Loop runs parallel to the wall and the artwork will be viewed by pedestrian and bicycle traffic extensively.

The artwork is limited to the location of the gabion wall. Placement of the artwork will need to take into consideration that this path is frequented by bicycle and pedestrian traffic and cannot compromise safe use of the path. See Supplementary Resources links provided at the top of the Guidelines.

ARTWORK BUDGET 

The all-inclusive budget of $95,000 for artwork must cover all costs related to: design, materials, production, transportation and installation of the artwork; permits, taxes, and insurance that may be required by the City of Tucson or Pima County; soil analysis, engineering, and mounting for the artwork. 

 ELIGIBILITY 

The Public Art opportunity is open to professional Artists and Artist Teams worldwide. All interested Artists and Artist Teams are encouraged and invited to apply, including but not be limited to individuals or teams who are engaged full-time or part-time in the production of eligible works of art, teachers of art, and emerging professional artists (Pima County Administrative Procedure, 3-16, Section II) 

Note: Artist Teams are required to select a team lead as a point of contact for all communications. If selected for the project, team members will need to enter into a Joint Venture or may designate the team lead as signatory in order to contract with the County. Artists applying as a member of a team are not eligible to also apply as an individual.  

PUBLIC INTERFACE AND EXPECTATIONS 

The selected Artist/Artist Team will be contracted directly with Pima County to produce the artwork. Once under contract, the Artist/Artist Team will work collaboratively with Pima County, the Arts Foundation, and a seven person Public Art Project Panel (the Panel) to develop a conceptual design for the artwork. 

During the Artwork Design Phase, the Artist/Artist Team will work closely with the Panel on a conceptual design before approval of a  final design by the County Risk Manager, and before entering into the production phase. The Artist/Artist Team may be expected to attend one or more public meetings to present conceptual artwork designs to the broader community (to the extent practicable as determined by the County) during the design process. The Artist/Artist Team will adhere to the criteria outlined in the Pima County Administrative Procedure, 3-16 section VI and detailed in the Artist Contract EXHIBIT ‘A’ SCOPE OF WORK, EXHIBIT ‘B’ PAYMENT, and EXHIBIT ‘C’ PUBLIC ART BUDGET/SCHEDULE FORM.
