The subject matter of the relief is abstract and is historical, but heavily abstracted as symbols depicting the geological history, pre-history, and the theme of water preservation of the Tucson area.
The fountain was designed by Michael Lugo, the architect. Variously placed upon it are 23 panels by the sculptor, Clement. The fountain rises between 3 masts of different heights rising from a pedestal. There are 12 panels in high relief in the surrounding structure.
